New 1st tattoo looks gray and dull, like there's a gray transparent film over it. Is something wrong?

It's been about a week after I've gotten my first tattoo. It's in color and on my right shoulder. It has scabbed like crazy and most of it has fallen off but I think there's still some scab left that hasn't even peeled yet, it's still there. I've applied A&D ointment for a week since getting my tattoo and recently (yesterday) started applying Lubriderm - Normal to Dry Skin - Sensitive - 100% Fragrance, Dye and Lanolin FREE (is this okay?). But I've noticed (even before switching to Lubriderm) that there's this grayish-white transparent film over my tattoo. Some of my colors are also a little blotchy on some parts. It's not like when I first got it, as if some colors had come off whole with the past scabbing and peeling. AND to top it off, it's ITCHING like crazy! Is something wrong? Will my tattoo scab and peel AGAIN? Is it still healing or will it stay like this?
